These do include both the neon and pastel colors. They would also work well for general writing.

Are they archival ink quality?

Yes, these pens are my all time favorites. They don't dry out and the ink itself is super nice. I am also left handed and I haven't had the issue of them smearing while I write, as I do with most pens.
